Pool Mileage Regulations
Have you ever wondered how the pool miles are computed or why the Engineer miles differ from the Trainmen? Here's why! Current scheduled Agreements between the Carrier and Organizations differ between the crafts. Keeping in mind that the Buffalo Terminal is a road terminal with no yard assignments, Engineer pools (Article 11, Section 5 of the BLET Agreement) will be regulated so a sufficient number of Engineers will be maintained to keep the average mileage, or equivalent thereof, between 4000 miles and 4200 miles per month. Mileage component figures are set at the first meeting of each year by a majority vote of the rank and file present or when a new pool is established. Only mileage actually run is used in the computation of the monthly figure. Pool mileage is regulated on a 15 day average. Any fraction greater than 5/10ths will be the equivalent of another Engineer.
Trainmen mileage are quite different. Regulated on a 15 day average with the mileage component set at the first of the year is about the only similarity to the Engineers. Trainmen pools (Article 24, Section 1A of the UTU Agreement) will be regulated so a sufficient number of Trainmen will be maintained to keep the average mileage, or equivalent thereof, between 3900 miles and 4200 miles per month. Overtime, held-away and deadheading time shall be converted to mileage (8:00 = 130 miles [the road basic day] or any fraction there of) and included in the monthly figure.
So taking the monthly figures of the Buffalo - Cleveland, PB/LE BV Pool the Engineers accumulated 12292 miles with a mileage component of 3800 miles per month. On a 15 day basis, that equates to 6.46 pools.
The Trainmen on the other hand have accumulated 19207 miles (including deadheading, overtime and held-away) with a mileage component of 4200 miles per month. On a 15 day basis, that equates to 9.15 pools.
